and i believe the difference between 2.0/3.0 is the bandwidth but im not sure. and what is your budget for a gpu? for the $200 range id get the r9 380. for the $240ish range, the r9 380x and $300, the gtx 970/r9 390

You are right they have 2x the bandwidth, but only the highest end cards can even saturate 2.0. They also have provisions for more power(instead of the normal 75 watts), but I do not think anyone is using that yet.
