Question Digitally/software controlled voltage for fans

So I like to up cycle when I can. I'm doing the age old Mac pro/power Mac ATX conversion.

Is there a fan controller out there capable of pushing voltages up and down as needed by the fan?

The Mac pro /power Mac g5 delta fans are not pwm... It requires a constant 12v and a variable 12v (minimum 3 or 4 to spin, iirc)

I know if I plug into a header the bios can be configured to blast 12v, but that means the fans will always be fed 12v for full speed only

I've used aNZXT sen mesh fan controller which uses manual knobs to control voltages, but is there a fan controller these days today that can manage voltage output via software control?
 
Plenty of RGB kits that include pretty sophisticated fan controllers that come bundled with software. Depends on what you want to spend.

Not much in the way of independent controllers, most people do use newer motherboards for control. Most 'fan controllers' are really hubs/splitters.

I have one of those NZXT mesh controllers, I 'retired' mine as it started making a very high pitched noise, still not sure why. How is yours working?

One of the knobs has shorted out so the can spins at 50% even when set to lowest
