Question digitize videos - low power, video in for Dell 7010 SFF

Have Dell optiplex 7010 sff. It has two low profile slots; pcie 3.0 x16 and pcie 2.0 x16 (wired x4). ps is 240w
I want to find a small, low power, cheap card that has video in that I can use to digitize some video tapes.
This is not for games. I'm looking for adequate.

(FYI It has a dedicated GPU GeForce GTX 1650, an Hdph port and (2x) display port 1.1 ... if that helps.

Is this using RCA connection ? If so, I would probably use a USB adapter like this -- https://www.amazon.com/DIGITNOW-Capture-Grabber-Converter-Adapter/dp/B06XJKSJZ8/
