Question dimms in pairs

Searched found conflicting info. Have an a320 with Ryzen 5. Only 1 8gb ddr4 installed. will not boot or beep but does light up and and fans work, do I need 2 dimms??
I did order a new power supply just in case that the issue.

what are your full specs? include the new PSU you ordered and the old PSU.
