If I had a direct x 11 card
and wanted to play a direct x 10 game;
would the direct x 11 card play it at peak performance?

Reason I ask is: I have Crysis 3 & Splinter Cell Blacklist
Both of which have great graphics;
But I notice that not only does Blacklist have better graphics; but my cards run that game flawlessly....they are actuallly playing all the new games flawlessly. But not older games; i.e. farcry 3; crysis 3; metro last light...
But everything from remember me to saints row 4, blacklist, and Lost planet 3 all play freaking great.

Why is that?
Games today seem to have better visuals than games from a couple of months ago, I just cant understand why they are running so much better than the older stuff....
I probably sound crazy; but yea.

For your 1st question: it still depends on your card raw performance. For example try play the original crysis with low end dx11 cards like GT 440 or HD5670 with max setting the performance will be low. Make no mistakes though. The newer version of direct x bring in performance improvement over the older one given the setting is the same espcially if going from dx9 to dx11.

As for your second question it depends on the game. Some games even though running with dx11 they did not use extra feature that comes with dx11 or just use them lightly (like tessellation) when metro 2033 comes out it was the only game that truly incorporating extra feature of dx11. That's why it was so freaking hard to run with decent fps even with the fastest dx11 gpu at the time.

So if a card is advertised as being direct x 11; then would it be safe to say that it could not play dirext x 9 games as well as it could play direct x 11?

That wasn't the case. Some games incorporate dx11 not for enhance visual but for performance optimization. All current dx11.1 card in the market have backward compatibility in their hardware so there shouldn't be a case newer card run dx9 slower compared to the older card that dx9 or dx10 only. The performance might be much lower in dx9 because dx11comes with performance optimization under the same/setting as dx9

If running dx11 causing slow down with the same setting as dx9 then there must be something wrong with it.
