Direct12 problem + Asus H97plus + Geforce 1060

I have system running Windows 8.1, Asus H97 plus motherboard and the latest Asus Geforce 1060 6GB graphicscard. However only DirectX 11.3 shows up under dxdiag. Is it because that my motherboard doesn't not allow DirectX 12 to be installed? I thought that DirectX was only depended on graphicscard and not motherboard?

DirectX 12 is available only with Windows 10.
