Just curious, but why would you want to do such a thing? And besides, it isn't clear if you want arrow keys on WASD letters or viceversa, but that's just me failing to understand probably...

Anyways, you can't re-bind them, but you can re-map them via software or registry hacks. SharpKeys seems to do what you're looking for, for example, although I never tried it personally. I hold no responsibility, should it mess your KB up 😛
