DirectX 10.1 on a budget

If anyone can give me any suggestions or point me in the right direction it would be greatly appreciated. I'm basically looking for the most barebones affordable GPU (either geforce or radeon) and the only requirement is that it be compatible with DirectX 10.1. This will not be used for gaming.

Any and all advice is more than welcome and much appreciated.

I saw cards along those lines and was a little worried about how inexpensive they were haha...

Streaming software. Either OBS or Xsplit.
