directX 9.0xc - it just wouldn't install

The graphic card that i'm using is RADEON 9600XT BRAVO ...
the version i use before is directX 9.0a,

i update my graphic card driver with catalyst 6.3 ( the lateset version i assume ) and i install directX 9.0c .... everthing seems to be not problem at all until i started to play some latest game ( such as galactic civilization 2, civilization 4, age of empire 3 ... )

the window pop out a menu where it stated that i need directX9.0c (which i have already installed ), some pop out menu said that the file "d3dx9_26.dll" was not found

when itried to check my latest version of directX the pop out menu said that the file "KENEL32.dll" ws not found . . . which mean my directX is still 9.0a although i installed it XXX times

may i ask ... what is going on to my graphic card, is it the driver that i use is not for my graphic card? is it because i'm using windowXP SP2? is it a hadrware failure . . .

If you run DXDIAG what does it do ?
Can you run the tests ?

Try downloading the file from here and chose "Save As", not Run.
Once downloaded go into Safemode and install.
