Directx 9 vs Directx 11

My pc:
Pentium g3240 with Intel HD Graphics
8gb of RAM
Windows 8.1 64 bit
i want to play fifa 15 but in game every 5 seconds it stops for a second and then it continues.. It is unplayable for me..
I have directx 9 now. I wonder if i install directx 11 will i have better performance (bigger fps) or better quality (lower fps)?

Well the difference would be that DX11 will generally use more system resources, but any modern graphics cards would be DX11 capable so it shouldn't be a real issue.

Also you don't meet fifa15's minimum requirements, so that's your biggest issue. (because you don't have a graphics card)
