directx d3d error

So ive been having this problem for a while now. When i try to launch most of my games in full screen i get an error about "d3d not working" or "failed to create d3d device" or something along those lines. It mostly happens in older games such as csgo, mount and blade, and oblivion but i dont get it in games like doom, pubg, or arma 3 (just a few examples). ive tried reinstalling drivers installing new drivers reinstalling directx but it still doesnt work. please help im really getting tired of playing old games in windowed mode. i think it might have to do with a problem with older versions of directx im not sure

not the first time i tried all of this. did it again and still nothing
