DirectX error on almost every game

Ok so I've had this problem for quite a while now and I've literally tried everything that I could possibly find on Google in attempts to fix it but nothing seemed to work.

Most of the games I try to play on launch display a message "requires directx 9 or higher to play".

What surprised me the most is that when I tried running World of Warcraft, it didn't display that kind of message, but instead said that I don't meet the system requirements and it even listed my PC specs which are way above the minimum, and close to recommended.

I've tried reinstalling windows, reinstalling directx, I've ran dxdiag which on a regular basis says that there's no problems, I've checked for updates, I've downloaded and updated my GPU drivers, and even tried with multiple versions, and not one seems to work.

All my drivers are up to date now, and so is the rest of my software. Please, if anyone knows or has an idea I'd like to hear it.

My PC specs:
WIn 10
Intel i3-4130
ATI Radeon R7 200 Series
4 GB RAM

Generally when you install the games it should install the version of DX it needs to run, so that warning is just odd

So upgraded drivers fixed all the games or just wow? Might help to get latest driver for GPU, it might fix the others.

8gb ram would be better suited to most games now, and windows might run smoother as well.
Does PC recognise your GPU in device manager?

A card from 4 years ago easily has DX 12 and less.

The games should install the DX version they need, win 10 can have everything from 12 to 9 installed at once.

right click start
choose run...
type dxdiag and press enter
in next window, click save all information
save the dxdiag.txt to documents and then upload a copy to a file sharing site and show a link here, and we will see what it shows.

should buy more ram, it will help in games too.

All of the games that were installed on the system have installed directx without any issues and the installation was always finished with no errors.

I know I should get more RAM and Im working on it, until then here is the dxdiag you asked for

I see it says that my graphics card driver is 3 months out of date but that is the only one that I downloaded that managed to get my WoW up and running.

Also, above you mentioned trying to get more RAM, do you think it'll increase my overall PC performance/game performance?
