Directx11.2 card not fully compatible wth directx 12?

I hear a gpu with directx 11.2 won't have all the benefits of directx 12. Is this true? If so will there be a notice able difference between a gpu with directx 11.2 and a slightly weaker gpu with directx 12?

right down to the older 7000 cards ??

to me dx12 is a non issue and don't see it to be for another 2 or so years to become mainstream enough to worry about it and by then I propuly be looking for a new card anyway that is dx12 and more caught up with it by then ??
