Check that the carburetor choke is working... All engines need a richer air-fuel mixture when cold, adjusting the carburetor fuel-air mixture doesn't do much, you need to check that when the engine is cold, the choke flap is closed leaving a gap of around 1/16" to 1/8" (estimated) you can check the exact gap size in a motorcycle make shop manual, but with 1/16 to 1/8" it should start and stay running even if choppy before it warms up.
If the choke flap checks ok, check the carburetor idle screw, check the intake manifold for vacuum leaks, check carburetor fuel bowl level, readjust the fuel mixture screw turns to stock.
