Disable Auto Resize of Window at Top of Screen?

Using RC

If a window is moved above the screen so that parts are out of view, it is automatically resized to fit in view. Is there a way to disable this?

In Ease of Access Center, I checked "Prevent windows from being automatically arranged when moved to the edge of screen," but that only stops it from maximizing.

Good question actually, and I can't seem to find the answer. I you try looking for it in Windows 7 Help (I know you won't find it) then use the feedback tools to tell Microsoft what you're looking for. I'm sure if they get enough queries regarding this, they'll provide an answer/place the ability to disable feature in an update?
