Disable hot keys in windows 7

Hello,
I have a Dell lap top that is windows 7. I want to disable the hot keys but I can't find HID in services.

there is a way on windows 7 home but it requires editing the registry which i dont suggest for non-technical users...

for windows 7 pro and ultimate

Click start type gpedit.msc
User Configuration/administrative templates/windows components/windows explorer

double click on turn off windows + x hotkeys
check the radial for enabled
