there is no setting in mouse options for that.

i search a registry,cmd,gepdit Mod or script.

I see option to change mouse pointer in control panel, had it in windows 7 and still in windows 10.

If you don't like circle, you can use windows starndard large instead, it has turning sand-glass-thing instead or... get more pointers from internet.
Actually, as long as you don't choose windows default, you wont get the blue going around circle.

Edit: Actually, just choose the icon you don't like, hit browse and select any mouse cursor you like to replace it, out of existing ones, you don't need to change whole scheme to change one.
