Disable windows 10 auto resolution adjustment

I have a PC using an HDMI output converted to VGA and then split to a dedicated display and then a KVM console. Having the dedicated display and the KVM console switched on to this PC causes both displays to regularly turn off for a few seconds and have the resolution adjusted continuously. Is there a way I can have windows 10 just output a single resolution and have the picture be a little weird on one monitor?
 
Solution
Then no problem.
Connect dedicated display to one output and kvm to other output and configure both outputs to duplicate mode.
You'll just need additional adapter DP->VGA.

The purpose of the set up is to have 2 computers running inside a station. The KVM allows for the one station to use both PCs to be interacted with, and the dedicated display on one of the PCs is meant to be a remote display across the room. Both computers have one HDMI and one DP output.

Would using one output on each screen allow me to just keep it in projector mode? The dedicated display and the KVM need to have cloned displays.
