Disable Windows Explorer Find

On Windows Server 2003, how do I disable searching from Explorer? I don't
mean "Remove Search Button from Windows Explorer", or "Disable Windows
Explorer's Default Context Menu". I mean disable the search function
itself. So the user can't press control-f to search or search any other
way.

I know it can be done, 'cause I have a group policy that does it. And I
want another group policy just like that one but with Search enabled. But I
can't figure out which setting or combinations of settings need to be
changed.
