Disabled all msconfig services

Disabled all services in msconfig and login screen is missing. I can't find any startup option in usb flash drive. How to go to safe mode. I downloaded the Windows media creation tool from another website. Should I download it from Windows website ?

Go to safe mode and re enable them if you can.
