Is it possible to disable front case fan via bios or something when its not plugged to any pin slot on motherboard(its connected with psu(4 pin big cable) via switch, not directly to motherboard.(its K58 case). I currently keep it disconected, because it goes at full speed all the time.

f its not possible what case fan do u recommend(i think it is 140mm frontfan) and does it matter if its 4 or 3 pin? My back case fan has 3 pins, but its regulated via AI 3.

3/4 pin fan ports are cross compatible so no it doesn't matter if the fan is 4 or 3 pin. Just that a full 4pin to 4pin is best in terms of control over the fan.

Your fan is running 100% because you have it plugged straight into the PSU, every fan plugged into the PSU like that will run 100%.

Left is 3 pin fan connector, Middle is 4 pin PWM fan connector, Right is a 4 pin molex connector

The first two are for connecting fans to the motherboard or to a fan controller.
The Right one (the molex connector) is only for connecting it to a power supply and will always be at 100% speed.

If you want any sort of control over your fan you need to use the motherboard fan header or a fan controller; the only "control" you have using the molex connector to the PSU is to unplug it. There are extension cables you can get for cheap if your fan cable wont reach the motherboard (or fan controller).

And to answer your very initial question, your motherboard can not enable/disable any port on the power supply. The power supply is in no way even designed to work like that, if its plugged in it gets power when the PC is on.

I just installed front fan into case. AI3 detects it and shows 1000 rpm, speedfan only detects back fan as "system fan". When i put my pc on stress back fan and cpu fan adjust rpm, but front fan stays pretty much the same 950- 1030. ;/. When i have it off it doesnt affect cpu temp at all, but reduces hdd temp from 42-33C, but its loud.

depending on how old the fan is, it could be dying
My Xigmatek case fan (not the most silent model ever) started to make a lot of noise after 4 years if service. Replaced it with a cougar fan, runs smoothly and silently.

You gotta connect the fan to the MB. Most MBs have some kind of fan control software where you can set speeds. Otherwise you can set a default speed in bios with a temperature threshold at which the fan will automatically work with 100%
