Disc usage 100% but 0 MB/s Read/Write speed

Hello,
I'm having a problem with Windows 10, i bought a brand new WD Blue 1 TB, because my old Seagate had many bad sectors. The problem is, after i install clean copy of Windows 10, my disc usage randomly goes to 100% but with 0 MB/s read and write speed causing freeze for couple of seconds. I can't open any window, program etc, i can only move my cursor on screen. I decided to install Windows 7 to check if the problem exist there, but it isn't, everything is OK on Windows 7. Now I'm back on W10 to solve the problem but i need help, i don't know what is going on. Please help me.

I'm sorry to hear that you are still encountering problems even with your new WD Blue. I'd recommend you backup all important data from the HDD somewhere offsite first and then proceed with the troubleshooting! Can you check the Resource monitor to see what might be using the HDD so much? I'd also run some malware/anti-virus scans to make sure that there's no infection. It's also possible that there's something faulty in the connection, so I'd recommend you swap the SATA cable and the SATA port where the WD blue is connected to the motherboard. If you have access to another desktop, check how the drive will perform there as well. It's also a good idea to check the health and SMART status by running the QUICK and EXTENDED tests from our WD Data LifeGuard Diagnostics for Windows.

Keep me posted with the troubleshooting! Posting some screenshots would be really helpful as well.

Hello,
I think that i solve this problem. I turn off the Prefetcher and Superfetch by regedit and services.msc, and then update my On-Board SATA AHCI/RAID Driver (unfortunately my Motherboard hasn't got any drivers for Windows 10, so I installed a driver for Windows 8.1). And so far so good, no more write/read speed drops, everything is OK for now, but I will keep an eye on this. Thanks for replay @SuperSoph_WD.
