I want to disconnect the usb to sata cable from my external hard drive. Is the cable meant to be permanently connected to the external hard drive? Is it safe to disconnect the cable from the external hard drive?

One of the reasons I ask is that I want to store my external hard drive and cable in a case.

If the USB to SATA is not soldered, you could easily disconnected from the hard drive.
Just be careful not to damage the HDD SATA connections.
