Well, Linux is still Kernel + GUI so in theory everything can be done using console. Windows, starting with W95 and specially starting with XP have GUI as part of OS but most of commands from DOS still work from command prompt and lately even more using Power Shell. My nephew for instance doesn't even use a mouse with Windows, does everything thru KB shortcuts and Command prompt.
