Question Dishonored 2 runs poorly

My specs are close to recommended ones:
I7-2600k 3.4ghz
Gtx 1060 6gb
16gb ram

In buildings i get around 70-120 fps and in outdoors 45-90 , which i find awful. It doesn't matter if i lower the settings or not, fps remains almost the same. Is it the game or theres something wrong with my system?

What connectivity are you using: wired or wireless?

Or are you switching back and forth as you go indoors and outdoors. (E.g. Wired inside, wireless outside?)

How far "outdoors"? Are you using any network access points?

Ensure that at any given time only one network adapter (either wired or wireless) is enabled. Not both adapters at the same time.

Use Task Manager and Resource and Monitor (only one at a time) to monitor system performance while playing Dishonored 2. Again, indoors and outdoors, wired or wireless, as you normally do.

You should be able to determine in each environment what systems resources are being used and to what (%).
