Disk active time at 100% when installing/moving files

Title pretty much says it all. I noticed this when trying to update Player Unknown's Battlegrounds. It seemed to download fine but hasn't been able to install. I also noticed that while i was trying to install it and play other games at the same time it would lag. After investigating this issue i found that my disk active time was 100% whenever i was downloading or moving files but went back to 0%as soon as I stopped. I have tried defragmenting the disk as well as disabling windows search both to no avail. The only changes i can think have happened before this issue is updating my graphics drivers. Any ideas on what to try next?

This question is almost too dumb to merit an answer (I'm not a 2nd grade school teacher, I don't have to lie and say there are no dumb questions).

When you are installing/downloading/moving any files your drive should be 100% active since it's actively reading/writing data.

As to why your game won't install, you'd need to provide a lot more info.

As to why your computer lags when installing a game while playing another one, that's just because you're overworking your system. What do you think you've got there, a quantum computer?
