Disk at 100% only while driving in GTA V

So i have a fairly capable computer (16 GB 1600MHz DDR3 ram, quad core 4 GHz i7 processor, Radeon R9 m295x graphics) and according to GTA V's system requirements, i should be well over the minimum. I usually play in 1080p with high to very high settings, and get a stable 60 fps when walking around on foot. But when i start driving my average fps drops to about 50, but i also get these horrible lag spikes about every 2 seconds down to the 10-20 range. Very annoying. So i started looking for the problem, and i found that every time i begin to drive anywhere in the game, my disk usage immediately shoots up to 100% and stays like that until about 10 seconds after i stop driving, and then goes back to 0-3%. This can't be a coincidence because it happens every single time, but oddly enough, when i go to see what is using the disk, its's not GTA V, but System. I thought this might be because its using virtual memory to play the game, but even with the game running my ram usage rarely goes over 60%. I disabled virtual memory just in case, but no change. I also tried moving the game to an external USB 3 drive and played it, but my hard disk still jumped up to 100% and i still got the lag every time i started driving. I'm at a loss, so any suggestions would be much appreciated.
 


I'm using Windows 8.1, and i have a 3 TB 7200 rpm hard drive.
As for the thread you provided, none of the things there seemed to help either.
