Disk Format Auto Chooses F for Letter

Everytime I format a drive in Disk Management and choose a letter like Q or S and format settings, it always keeps choosing F and auto opening window. How do I turn this off?

That is normal if you already have 3 partitions in your PC (Drives: C, D, E).

But, drive letters can easily be renamed after formatting them, from Windows' Disk Management.

(However, the drive letters will continue to change as the number of drives are changing, by connecting/disconnecting drives from the PC).
