No.

Files? Sure, if you can get to them inside that backup.

If you are using a system image, yes. But, you may end up having to re-register some of them and re-enter license info, etc. But yes! They will transfer from an image only. If your using a system back up, then the previous answer was correct. The aps wont xfer, but the data will. Windows will make a system image for you, or you can use a third party software. My favorite is Acronis.
