this video shows the problem I'm having.

I have the best drivers and the connection is secure.

any ideas as to what the problem is

Very possible that Windows simply does not want to modify Drive 0 while active. Boot from bootable USB drive with Hiren's BootCD PE on it and set up that drive from AOMEI Partition Assistant.

I'd mean booting from some USB drive based recovery system (Hirens) to get unrestricted access to drive which is blocked in Windows when Windows is working.
