2 things:

  1. You can't circumvent BitLocker like this.
  2. There may be (probably are) other issues with the drive.
Why the PCB swap to begin with?
PCB swap because the old one have some shortage and when i connect it to pc the hard not spinning .

BTW i have both the correct password and BitLocker Recovery Key

One common fault with these PCBs is that the zero-ohm resistor between the USB connector and the 12-pin header develops dry solder joints. The result is that 5V USB power doesn't reach the electronics, causing a no-spin symptom. Simply reflowing the solder at each end of the resistor on the original PCB may have been enough to repair it.

Is your drive a My Passport or an Elements?

its

WD 4TB My Passport Portable External Hard Drive USB 3.0

but there is smothing i just noticed it now, thanks to you , i am sure its WD 4TB My Passport Portable External but in the removable deivce its showing Elements is that realted to PCB type .

is that mean the issue becouse the PCB for Element not to Passport type !! although I'm sure I ordered the same old version

The solder joint on the left side of the "000" resistor on the original PCB does appear to be cracked. If you reflow the solder at this point, or put pressure on it, the LED will probably light up. You don't need to replace the ROM or attach the PCB to the drive to do this test.

Also, check whether the PCB identifies as an Elements or Passport when you do this test. Passports are encrypted at the hardware level whereas Elements are not.
