Disk usage 100%

Having some problems recently. Disk usage reads 99-100% within minutes of getting to the desktop. Tried disabling all services in msconfig and running in safe mode. No change. Also bought a brand new HDD and installed a fresh copy of Windows 10. I'm open to pretty much anything to try. I'm thinking a possible faulty power supply giving too much power but that seems unlikely. Memory seem to be doing okay as well as the cpu.

I had two internal hard drives die within two months (one Windows drive and one for steam games) now Windows won't detect either one.

Try attaching the HDD with a different power cable. You can use another SATA cable as well.
In case the issue persists, and taking into account that you get 100% disk usage when in safe mode, it may be a good idea to troubleshoot your PSU. Unfortunately, the easiest way to do so is to just borrow one from somebody and install it on your system.

All are HDD. I've swapped sata and power. Nothing really stands out in the resource monitor that would arise question. Most things are running under 1mb/s and things like steam hit higher when updating but never over about 15mb/s. Like a said it happens in safe mode too with all non essential startup services disabled so I'm leaning towards hardware. The only other thing I haven't physically checked is the memory but it appears to be okay. I also have no other way to test the drives as Windows won't detect them and I don't have another desktop.
 
Correct, I went to change the boot order and noticed no drives. I guess the next step is a new power supply as I have no spares or know of anyone who will let my rip theirs out. I can boot to desktop with this new drive but I don't want to run it too long in case it destroys this drive too.
