Disk Usage at 100%

Have a WD Blue HDD, had this problem for a while now and I've tried almost every fix and diagnostic you can find and still the disk usage is maxing at 100% when doing the littlest things like browsing the web. It does drop back down at times but as soon as I open an application like Premiere Pro it will hit 100 and be like that for a good 10 minutes. So is my HDD dying?

But yes, most likely a slow death. Back up your data ASAP and replace it with an SSD.

I ran the Data Lifeguard Diagnostic, and I got a pass. Would you recommend I got an SSD and just use the WD for bulk storage?
