Disk usage never drops below 99%

I have a custom built gaming pc with a gtx 980, msi gaming mother bored, I7 4790k processor and many other other components that are of equal or higher quality but no matter what i do i cannot get my Disk usage below 99% ( Running window 10 ) I have disabled superfetch and windows search i have tried setting my min ram usage is 16gb and my max to double that. I haven even tried disabling the de-fragment option but nothing seems to work. please help any information is appreciated

After a quick restart without internet i still have the same problem...

Its a 4-way race between google chrome, nortan security, system and compressed memory and service host local system ( at the current moment i am uninstalling nortan to see if its the problem )

I'd start with running the HDD/SSD manufacturer's diagnostic tool to check for obvious disk issues, in case the high "usage" might be caused by the drive stalling due to a potential impending failure.

Ive been ignoring since i built the system around 2 months ago, but i cant handle it anymore the behaviour isnt new

Did you install the Intel Rapid Storage (IRST) driver and application? It could be that you are using the MicroSoft AHCI driver.
