Disk very often at 100% usage

For the last couple of weeks the disk activity of one of my disks has been very high at 100% most of the time. The disk stores mostly random files and downloads along with some installed software, it doesn't hold the OS or anything that would make such activity expected.

My setup: Asus P8z68 v pro 3.0 with i5 2500K

1x Samsung SSD with OS and most of the programs
1x Segate Barracuda 3TB for media archive
2x WD Caviar Black 1TB for random files and some programs

The offending drive is one of the WD drives. An interesting observation is that when I unplugged the OTHER WD drive the 100% usage problem went away completely.
What could be the problem?

Solution
To start you need to know what program or process is using the drive. Open resource monitor (search for and run resmon). This tool will help you identify what processes are accessing the drive. Look on the Disk tab for disk information
