I ran diskpart clean and created primary partition, accidentally rebooted (interupted).

The reason to the diskpart was to remove a Linux installation.

Now my computer only starts up in BIOS and it seems I no longer have a valid bootable partition. I think it is quite strange that the F9 (restore) option is not available.

Its not strange at all. You used Diskparts Clean command which removed ALL the partitions on the drive and one of them was your restore partition.

Make yourself a bootable Testdisk (by CG Security) disk and see if it can recover your partitions. If it can then you first job will be to backup your really important files followed by creating your restore disk set which you seemed to have skipped.

Sorry to ask this but I do not find a way to create a bootable TestDisk in windows. Do you have any advice on what version to use and how to do this?
