Question Dislpay Settings

How does windows 10 or GPU decide which monitor display are 1 and 2, does it about what type of cable monitor is using? in my settings the monitor in the left is 2 and in the right is 1.
1st display using DVI cable with resolution 1680x1050 while the 2nd is VGA with resolution 1280x1024

Video ports are numbered on the gpu per the gpu manufacturer.
