I have been trying to fix this for 3+ weeks, I have tried EVERYTHING I can think of:

- Resetting CMOS

- Reseating and Testing RAM

- Trying motherboard integrated graphics

- Trying Displayport instead of HDMI
ect.

I have no clue towards what I should do..

Specs:
  • Dell T1700 Motherboard
  • Xeon e3 1220-v3 (CPU)
  • Radeon HD 6750 (GPU)
  • EVGA 400w (PSU)
  • Toshiba 500GB (HDD)
Ps. Every main thing besides display and USB 2.0 work, (power button and USB 3.0 stopped working after I plugged in my new CPU cooler..)

xeon have no igpu so the motherboard port will not have any graphic output.

did the cpu fan turn on and off?

so not just bios update but new cpu cooler too?
The motherboard it's self has Integrated graphics bc it's a server board, and yes the CPU fan turned on. Also yes the CPU fan seemed to have messed with case stuff.

if it is on a network. you can try remote into it.
My guess is bios updated failed and bricked the machine
You were completely right, I had 2 of the same motherboard bc the first one they sent had bent CPU pins, turns out they still connect so I just switched the motherboard and it works fine now! Thanks!
