Display flashing pixels? HELP!

First of all, sorry for my english.

So, not long ago my pc started to ''flash pixels'' ( I really don't know how to explain it ) everytime I boot my pc, or load a program such google chrome etc.

I tried unpluging my 2nd monitor which is an old monitor with max resolution of 1400x800 if I remember, and my main monitor is 1920x1080p and I think the problem is solved because it doesn't flash anymore. Is my gpu making artfifacts? My pc is 1month old :/

You'd have to check with the video card support people, but since it works fine when both are on 60 hz, yes it is the refresh rate, although why it's doing that you'd have to check with the video card people, or maybe the monitor support.
If it works fine on the single monitor, try a newer monitor with your system to see if dual monitors work OK and it's not a monitor issue. Test both monitors one at a time, test them on another system, need to rule out where the issue is from. Try different cables.
