Question Display flickering with AMD graphics, tried every driver trick in the book

Alright, so i had a problem with my RX 590 XFX edition a few weeks ago where it just stopped outputting, and sent it in for an RMA. While using the Vega 8 Graphics in my 3200G, it was fine, but after two weeks-ish the display was flickering whenever i opened or closed any application. It would also sign me out randomly while in file manager. The only way i could get it to work was by installing an old driver from 2018 and starting the game within 30secs so that it didn't uninstall itself. Now when i got a brand new card from them, it was outputting again but had the same issues as the iGPU. So far i've tried
  • Different driver versions
  • Swapped out every PC part i could (reseated all parts, tried alternating RAM, only one drive)
  • DDU'd all drivers and used different versions
  • DDU'd then signed drivers with AMD pixel clock patch
  • Completely reinstalled Windows
  • New Bios, mobo drivers, chipset drivers
  • Rolled back windows updates as far as i could
  • Made sure all parts were staying cool, underclocked AND undervolted gpu
Some other relevant info: Getting code 43 on the device manager properties of the card/igpu after radeon graphics were uninstalled automatically
