"Display" icon missing from control panel in new Windows 10 installation

I just reinstalled my Windows 10 but for some reason there's no display icon in the control panel so I can't adjust my title text bars size.

How can I fix this?
 
Is this the most recent update? On the start menu run "winver," and report what it says next to Version under the Windows 10 logo. If it's "version 1703" that's the update that just recently came out, which removes some display settings like the option you're looking for.

Right, so when I open the control panel in my Windows ver 1703 it's the same - aside from the more basic options in Settings (Settings > System > Display) or right-clicking an open space on the desktop and going to display settings, a few options are no longer present.

So now how can I increase my Title Bar text size? I couldn't find this option. I like it because it's easier and comfortable to see.

I really appreciate it! I wonder why they made it more complicated that it was before :(

So what do you suggest we do to remedy this problem? I have the same problem and can't get "Display" on my Control Panel.

Another suggested "fix" is to click the Windows Button and then "P" . . this brings to a screen that promises everything and delivers nothing. So how do we who have the 1730 version resolve the problem? Or must we wait for Bill Gates to get in off the golf course?
 


Gates himself hasn't had any involvement in the day to day running of MS for some time and has even sold much of his stock.

The engineering teams at MS have gradually been migrating stuff into the Settings app which is meant to eventually take over for the Control Panel. It seems that some settings are being deprecated; for the time being whatever you see in the settings app for display configuration is all there is for now, without the use of third party tools. Unfortunately, there is no "official" solution other than such third party tools if what you want to configure isn't exposed by Windows directly. To my knowledge there isn't one that restores Display to the Control Panel but you may find something that achieves what you want to do (though you have to be careful: it's common for malware to hide in free downloads).

Another feature update for Windows 10 is coming out soon (bumping the version from "1703" (March 2017) to "1709" (Sept 2017)). I haven't checked what, if any display settings have been added back in here.
