I use my T.V. as a monitor, but the display is too big for my TV. Icons are off the screen and taskbars are off the screen as well. I use a standard HDMI cable plugged in to my MOBO. Everytime I try to change the screen resolution it doesn't allow me to. It dims the drop down menu not letting me change the resolution. Any other solution would be greatly appreciated.

I have the same problem. I have a 32 inch Samsung Series 5 UE32f5000AK TV which i now use for a monitor and beforehand had a 23 inch monitor from the same brand. My specs are:
i7 4770k
Gtx 780 (palit version)
850w PSU

I have tried everything. It's a 1920X1080 TV but the image goes off the screen as said by Georgew123. If i could lets say 'shrink' the image keeping the 16:9 ratio it would be perfect. Although, at the moment I am running off a resolution which is 1600X900. It fits the screen but looks horrible because the icons, words etc are very big and weird to look at. I asked around. Nobody knows what to do. I am just hoping someone here knows.

Thank you

Have you tried looking for overscan in the tv menu?

What graphics card are you using?

For amd, under my digital flat panels, look for scaling options and move the slider until the screen fits.

For Nvidia under adjust desktop size and position select scaling and pick a mode.

Hopefully the scaling option in the tv will do the trick otherwise tinkering with the graphics card setting will need to be done as well.
