Question Display issue on boot

Hi,
I just upgraded my motherboard and CPU to AM5, alongside a new SSD and I'm having some issues whenever I boot up my system.
For the first 20-30seconds my 240hz primary monitor will be locked to 60hz and my second 60hz HDMI monitor will not display.
After the delay, my main monitor will flash and make a driver sound and both monitors will turn on and adjust to the correct refresh rate.
Any advice would be appreciated (this was not an issue before changing components).

GPU: NVIDIA 4070
CPU: AMD 9800X3D
Motherboard: MSI B650 Gaming Plus WIFI
New SSD: WD Black SN770 500GB SSD M.2 2280

did you freshly install windows with it?

chipset and gpu driver up to date?
updated BIOS of the motherboard

Windows was re-activated didn't need to re-install.
Chipset and GPU drivers both up to date.
I will try and update the BIOS now, I have never done it before.

the BIOS update didn't fix it, I'm kind of reluctant to reinstall windows since I don't want to re-install everything. I was hoping there was an obvious fix I wasn't aware of but the issue isn't causing me severe distress.

check device manager for exclamation or question marks
reinstall the gpu driver with the custom installation and option "clean install"

uninstall all CPUs in device manager and reboot, should reinstall automatically afterwards

there might be other issues while windows was not installed with this complete new system
like lags, less performance, freezes, shutdowns
