I'm running those components on my pc.

I'm having issues with display. So every time I try to connect my pc to the monitor it won't send a display signal at all Motherboard shows a q code of 99. But when I take my gpu out my display works for some reason. Anyone know what's wrong and help me out thanks

Did you plug all power connectors on both the VGA and the motherboard?

If so, boot without the card go to the BIOS and select 'Load Default Configuration' save and restart. Before the PC boots replace the VGA and see if it works now.

If that doesn't work either, try a different VGA port on the GTX1080. It is not uncommon for the ports to work in a specific order (eg. if you plug the monitor in DisplayPort 1 it will not work, if you plug it in DP 2 or 3 it works fine).
