Question Display Issue

I bought an RX 570 4GB. I installed it into my PC and after I installed drivers, my screen just went crazy and had this display issues that I can't describe. I don't know how to fix it, I tried updating motherboard bios, DDU, and reinstalling drivers. When I install the drivers, my DVI doesn't put out a signal and only HDMI works. When I use HDMI my screen has this weird display issue and I need help on how to fix it. It seems to be happening with AMD Drivers because when I tried using my iGPU from my Ryzen 2200g, the screen was also messed up when the Vega 8 drivers were installed. I used a GTX 460 I had lying around and the display works fine. So I'm really confused on how to fix this.

I would download DDU and run in safe mode. then reinstall adrenalin drive

I have already tried that. When ever I reinstall Adrenaline, the screen just does that. I had my friend test the GPU on his computer so I'm thinking it's one of my parts, maybe the motherboard. But the thing is all the parts I bought were new except the GPU so I don't know.
