Display Issues - Help Please

Recently I noticed some strange display issues that have been showing up on different images and videos. It is a mixture of white dots, often creating squares, or partial squares. This issue is new, has not happened before, and the PC itself is new, about 2 months its been in my possession and has only just started doing this in the last few days. It does not seem to show up on youtube videos and other streaming sites.

I have ran multiple virus and spyware scans and each turned up nothing.
Iv checked extensions and found nothing out of the ordinary
Id disabled hardware acceleration in chrome
Iv looked for this in IE and found it their as well

PC SPECS
- Intel i7-7700K 4.2GHz,
- AMD RX 480 4GB,
- 8GB DDR4 RAM,
- 2TB 7200RPM HDD,
- 128GB NVMe PCIe SSD,
- Win 10 Home
 
1.Check the monitor cable.It can cause these dots which are called artifacts.See if it is connected properly.
2.Last but not least,it can be caused by a dead gpu.It can cause artifacts and frame drops.If it is dead you can:1.Buy a new one or 2.Bake it in the oven(it seems crazy lol),i have seen a couple of youtube videos saying that this method fixed their gpus and they are able to play again.I never tried this method cause i thought it was crazy.
 
Something else worth noting, it does not seem to happen until I highlight lets say the title on a youtube video, then they may appear on the video picture, and dissapear when i no longer highlight it.
 


I checked the cable, it is fine.

I wont be baking my gpu anytime soon.
