Display just blinks everything is fine

But I can't get past a black blinking page graphics card seems to work but seams as if its not going into the bios. Have tidied moving the jumper around ect I try a spare graphics card and it should of worked but noting. The psu is very new wondered if maybe it ant working right? My mAingcard is 280x any sugggestions
