Question Display not showing up w/ all the parts working

So, I recently decided to upgrade my motherboard, CPU, and ram. I hook everything up and turn on the power and it appears to work. My motherboard indicates that all the components are working and the LED and fans all work. Yet, when I plug my hdmi into the back panel it doesn't display anything to my monitor. I swapped cables, moved ram around, made sure cables are securely fastened, and used both the GPU and motherboard's hdmi slot. I have troubleshooted for 5 hours and felt the need to finally make a forum. I also notice upon turning the PC on it is extremely quiet so maybe it is a power supply problem???

Spec-
HD- 1TB Western Digital Black
PS- 430W Corsair CX430
CPU- Ryzen 5 2600
MB- Aorus b450
GPU- Geforce 1050 ti
RAM- Ballistic DDR4 16 GB (1 stick)

Probably because the Windows install on the HDD was from your previous hardware.

So, would I wipe the HDD and then reinstall? Do you not think even the bios would come up if windows was installed with previous software in mind?
