Display on my screen looks 3D?

I was wondering if anyone can give me an insight.
I have an almost 3 month old pc which I built myself, and all the parts were brand new. never had a problem until this morning. as a matter of fact, it was fine last night before I went to bed. this morning when I woke up, I turned it on, and the graphics looked wonky, as in it's out of focus somehow. everything from text to pictures. to explain it further, everything looks 3-D. for instance, instead of crisp, black lines on the text, you could see trailing colors next to it. the pictures are the same thing. it looks like it has a green shadow, and the white. on the splash screen, there's a green dotted line running vertically on the right side. a better example would be it appears as if it's on comic mode.

first thing I did was restart just to make sure nothing hung up when I started it. that did not help. next I turned it off, waited a minute, then turned it back on, same result. I tried unplugging the cord from my monitor to pc, then plugging it back up again, and it's still the same.
I have an Acer XB270H, and for graphics, an MSI frozr 970.

Check that the cable is firmly seated on both ends and not damaged.

Try clean reinstall of gpu driver.

Finally, switch to onboard gpu or different gpu to make sure cards not going bad.
You've probably already done this, but double check your monitor is running at its correct resolution. also if your monitor supports 3D image, that it's turned off.

Pretty basic things, but maybe you forgot to check.
 
Yeah, i checked the resolution (1080), and it is where it's suppose to be.
I will double check the cable when u get home. J_E_D, how do you go about clean reinstalling the gpu driver? Do i just remove it, then install it again?

Dunno if this has anything to do with it, but the last thing i did last night on that pc was played GTAV. not sure if that has something to do with it?
