Display or GPU problem?

I have a HD7770 and am playing skyrim at modest settings when I open FRAPS it says that I am getting 60-40 fps but it feels way way lower I am used to playing games on sub 30 framerates and it feels smooth but when it says it is at 50fps it feels unplayable.Obviously there is some disparity between what fraps is telling me the framerate is and what it actually is.The monitor is from 2005,a PHP-X19 and I suspect this is the problem,is it?If I get a new monitor will this get rid of the issue?

Try another (newer) monitor

Check the stats of the monitor... Tell me the refresh rate. IT should be (number)MS (milli-seconds). Get a monitor that has at least 5MS. lower the better.

It has 5ms.

Okay so it's not a monitor problem... When you say the gameplay feels way lower, do you mean it's choppy (low framerates) or all of your movements are delayed by a couple seconds.
